Passenger information
Display-point and reusable display-profile administration in the SIV module.
The SIV module currently owns delivery configuration. It does not own departures, destinations, bay allocation, display health, or rendered content.
Display points
A display point is one publishing target at a physical location.

Display profiles
A reusable profile contains departure horizon, visible-line count, ordered language fallbacks, announced-time sorting, cancellation grace, page duration, and honest fallback text.
Profiles are referenced, never copied onto a point. Updating one profile changes the configuration observed by every assigned point. Assignment requires active point/profile records with matching kinds. An assigned profile cannot retire.
