Answers who belonged on the given date, which is what a decision taken then was allowed to see. Defaults to today.

Retire a coordination

Removes it from new choices; its membership history stays readable.

Add a carrier to a coordination from a date

Leave the end date empty for an open-ended membership, which is the ordinary case.
